Depending on the location of your housing, a car may not be necessary while living in D.C. The D.C. metro access across the D.C. area is quite convenient making travel around the city fairly easy. It is recommended that you get metro passes as soon as you can once in D.C.
The metro is very reliable, which allows the option to live outside the city where the cost of living will be a bit less expensive. Visit WMATA and goDCgo to explore all of the sustainable transportation options!
Washington DC Metro area, and the surrounding areas like Alexandria and Arlington, is expensive. A 1-bedroom apartment can start around $1,800+ per month, unfurnished.HRC places over 30 J1's in D.C. every year so there are plenty of other J1's to help you get settled in the area! We recommend that you consider rooming with another J-1 or local to share the cost of the living.
